About the Horseracing Integrity and Safety Act

For the past two years, the TOC board and management have been closely monitoring and providing input on the Horseracing Integrity and Safety Act of 2020, which passed the U.S. Senate December 22, 2020 and was signed into law by President Trump on December 27, 2020. The goal of HISA is to ensure the integrity of Thoroughbred horse racing and the safety of racehorses and jockeys through national uniform standards for medication control and track safety. HISA is scheduled to go into effect July 1, 2022.
