  Joe Morris
  President




Joe Morris was named TOC President in April 2013, coming from Golden Gate Fields, where since 2011 he was General Manager as well as VP of Sales and Operations for track owner, The Stronach Group. He has a wealth of racing experience including seven years with the National Thoroughbred Racing Association (NTRA), where he was president of Group Purchasing and Sponsorships. He also spent three years as publisher of the Thoroughbred Times.

A native of Portland, Maine, Morris grew up on a Standardbred horse farm and worked his way through college training horses. He holds a Bachelor’s Degree in Business Administration and Management from the University of Maine at Orono. He is married with two children.



Kellee Breen
Chief Financial Officer

 

Kellee Breen prior to joining TOC in 1997 worked for many years as a bookkeeper and business manager for trainers, owners, jockeys, farriers, and veterinarians. She also served as the hospital administrator for the San Luis Rey Equine Hospital and as the development officer for the University of Sydney Rural Veterinary Centre in Australia.

As the TOC’s Chief Financial Officer, Kellee is in charge of preparation of monthly financial statements for the Board of Directors and TOC’s annual audit and budget, as well as handling all of TOC’s monthly financial business. She works year-round out of TOC’s Del Mar office.



Mary Forney
Director of Operations

 

Mary Forney first joined TOC in 2004 and, after a brief absence in 2011, returned as Director of Operations in January 2012.  She has worked in the California horse racing industry for more than 30 years, including 13 years at Santa Anita, most recently as Simulcast Coordinator. She also worked for the California Thoroughbred Breeders’ Association for nine years.

Mary is a magna cum laude graduate of Cal State Los Angeles, where she earned a BS in Sociology with an emphasis in Law and Society. She is a member of the board of directors of the California Thoroughbred Horsemen’s Foundation and Winners Foundation. She was named Outstanding Woman in Thoroughbred Horse Racing in 2006 by the California Legislature.
 

Richard Scheidt
Director of Northern
California Operations

 

Richard Scheidt joined the TOC in July 2006 as the Northern California Representative. Richard comes to TOC after working for more than five years on California’s statewide horseplayer loyalty program, most recently as program manager. A Bay Area native, he holds a business degree from San Jose State University and he attended University of Arizona’s Race Track Industry Program.

Richard will serve the needs of owners in Northern California, facilitate TOC’s events in the North.
